A dashcam (dashboard camera) is an in-car digital video recorder (DVR) fitted at the front window of a car and used to record traffic incidents. Dashcams are now extremely common in Russia as a form of surveillance, because Russian courts prefer video evidence to eye witness testimony, and as a guard against police corruption and insurance fraud. They have been called "ubiquitous" and "an on-line obsession", and are so prevalent that dashcam footage was the most common footage of the 2013 Chelyabinsk meteor, which even though it is in a remote location, was documented from a dozen angles by dashcams.

According to the British Association of Insurers, personal motor insurance frauds are the second largest area of insurance fraud with 37,000 frauds uncovered. They were also the most costly, totaling £441m - 7% of all motor claims in 2011 were fraudulent compared to 5% in 2010.

This reflects the rise in fraudulent whiplash claims, often encouraged by a small minority of corrupt professionals and an ever number of increasingly complex scams & schemes designed to cause low speed accidents where the unwitting victim is made to look like they were the cause of the accident.
